About Kogi SAPZ

The mandate, planning basis, governance logic and commercial structure of the programme.

Mandate

Build an integrated, commercially disciplined agro-industrial platform for Kogi State.

The platform links production catchments to aggregation, primary processing, industrial conversion, shared infrastructure, quality systems, logistics and markets. The project is organised around repeatable operating cash flows, measurable service performance and structured private participation.

The current basis combines the SAPZ physical model-Agro-Industrial Hubs and Agricultural Transformation Centres-with a free-zone-enabled investment approach at Ajaokuta, subject to controlling legislation, approvals and investor-specific tax and regulatory advice.

Strategic frame

Six programme goals organise the delivery agenda.

The goals translate food-system industrialisation, export growth, infrastructure, employment, governance and revenue mobilisation into an investment-facing programme.

A

Industrialise food systems

Increase reliable supply, aggregation, processing and by-product use.

B

Expand value-added exports

Build quality, traceability, cold-chain and trade-logistics capability.

C

Deliver enabling infrastructure

Provide metered power, water, roads, waste systems and common services.

D

Create jobs and supplier depth

Develop operators, technical skills, SMEs and service markets.

E

Protect operations and investors

Maintain land, security, safeguards, permitting and dispute controls.

F

Capture sustainable platform value

Use leases, utilities, logistics and services rather than discretionary transfers.

Operating governance

Control is separated into strategic, commercial and operational layers.

Board layer

Strategy, risk and investment approvals

Sets programme direction, protects the public interest and governs major commercial and capital decisions.

Zone company layer

Commercial control of land, assets and revenue

Holds the operating rights, contracts tenants, collects service revenue and maintains the platform.

Professional operations layer

Day-to-day estate and investor service

Runs onboarding, utilities, facilities, security, ESG controls, data, billing and performance management.
